Aggressive begging is a problem in Birmingham City Centre, much like any other city in the country. To combat this local officers have commenced Operation Engage, using outreach workers to address addictions rather than just moving people on. Those that continually decline help are dealt with under the Criminal Justice System, using Criminal Anti-Social behaviour Orders (CRASBO’s) to exclude them from the city centre.
This is a unique operation and is being looked at nationally as best practise. To date there have been seven CRASBO’s obtained and many have had their vulnerabilities successfully addressed.
